Carolann Wegener, Interim Administrator

Carol Ann Vitani
is serving as the Health Officer for the Florida Department of Health in Martin County.

Carol Ann has served as Nursing Director and Administrator in a variety of public health, clinical, out surgical centers and hospitals for more than 35 years. Carol has served on and continues to serve as a board member for the Lake Okeechobee Rural Health Network, was appointed by the State Surgeon General to serve on the State Child Abuse and Death Review Committee (CADR) as well as Health Officer and Co-chair on the local Child Abuse and Death Committee. In addition, Carol serves as a member of the Shared Services of Okeechobee and the Treasure Coast Alliance, representing Martin County. She serves as a member of the Community Health Promotion Council and the County Health Department Metrics Project work group, additionally Carol has served as a board member for the Early Learning Coalition of Martin County.

Prior to her work at the Department of Health, Carol worked for Orbis International, a non-profit, non-governmental organization that focuses on the prevention of blindness and the treatment of eye diseases in over 40 developing countries by providing hands-on training, public health education, advocacy and local partnerships.

Carol Ann’s career at the Department started with DOH-Martin in 2005 as the Community Health Nursing Supervisor. From 2010 through 2021, Carol Ann also served as the Director of Nursing where she provided oversight for medical teams that provide services for Family Planning, HIV, STD, Adult Medicine, Pediatrics, Maternity, WIC, Healthy Start, Dental and Immunizations.

Carol Ann earned a Bachelor of Science in Health Care Administration from Iona College in New Rochelle, NY, and an Associate of Applied Science in Nursing from Pace University in Pleasantville, New York. She is enrolled at the University of West Florida, working towards completing her Master of Public Health. She holds a chronic care certification from the Health Sciences Institute and has two certifications from the National Wellness Institute, one as a Wellness Specialist and the other as a Wellness Manager.
